Ambient or panic lighting must be installed in any room or hall where the number of members of the public may reach 100 on the first or ground floor or 50 in the basement, and must provide uniform lighting to ensure visibility and avoid any risk of panic

Note: Portable self-contained emergency units (PSU) must also be provided to enable safety operations to be carried out in any electrical service room.
